places like Windward, Avalon/Old Milton, North Point and
Highway 9, and have supported the development of these
areas into vibrant destinations that benefit both residents
and businesses. True North 400’s vibrant district includes
entertainment and retail amenities like Avalon, Ameris
Bank Amphitheatre and Halcyon. The area also boasts
incredible outdoor recreation opportunities like the Alpha
Loop, Big Creek Greenway and the planned Encore Greenway Park. With average weekend vehicle trips totaling
120,000 to the district, it’s clear visitors frequently travel to
the area to enjoy the amenities the district has to offer.
“Our goal is to invest with our partners to see impactful projects come to fruition. We have a history of accelerating and enhancing meaningful projects and we look
forward to continuing this important work,” said Kristin
Winzeler, the deputy executive director.
Town Center CID
In Cobb County, Town Center CID represents less than
two percent of Cobb County’s land area, but the district
generates an annual economic impact of $12.6 billion,
supports more than 35,000 jobs across 1,500 businesses
and is home to 13,000 residents. Its job growth has outpaced Cobb County— itself growing at a good clip— by 30
percent. These figures demonstrate the importance of its
work and Town Center’s focus on advancing safety, beau-

tification, economic growth and infrastructure improvements that benefit residents, businesses and visitors.
“As I look back at the progress we’ve made since the
establishment of the Town Center Community Improvement District in 1997, I am filled with a sense of pride in
the role we’ve played in shaping the community,” said
Tracy Styf, executive director of the CID.
The proof was in the pudding for Town Center in
January when they announced that it won the Institute
of Transportation Engineers Georgia Section Agency
Achievement Award. The recognition reflects the commitment to delivering innovative and effective transportation
solutions that enhance mobility, safety, and quality of life
for all in our district. The ITE is a globally recognized organization dedicated to advancing transportation systems
that improve mobility, safety, and accessibility. Receiving
this award highlights the CID’s impact on building smarter,
connected, and livable communities.
Boulevard CID
This is the largest industrial corridor in the eastern
United States, and this CID is riding high. It remained
busy throughout 2024 with various transportation infrastructure projects in design phase. The most significant
accomplishment over the past year was completing
Phase II of the Fulton Industrial Clean Energy & Logistics
Plan, which builds on previous initiatives including the
CID’s Freight Cluster Plan and District Master Plan. The
CID is actively involved with Fulton County’s “Renew the
District” initiative, a plan to redevelop the I-20/Fulton
Industrial Boulevard interchange.
In addition, the CID continues to oversee a comprehensive landscaping and beautification program that
maintains 12 miles of roads and a multifaceted public
safety program that includes extensive partnerships with
local agencies and the deployment of technology to help
fight crime.
A top 2025 priority is to complete Phase III of the
Clean Energy & Logistics Plan. The Plan aims to create a
